rpmbuild -bs and missing *no*source files

Hi,

When I do a "rpmbuild -bs" (build source rpm *only*) rpm also
seems to require that the the sources listed as nosource are
present.  Is there a reason for this, as they are not included
in the generated .nosrc.rpm.

AFAIK no information about the excluded sources/patches is kept
in the .norsrc.rpm (is this correct?), so would this mean that
I can just create empty files for the missing source files to
make rpmbuild happy?

Still, is it possible to change this behavior in future versions
of rpm and omit the requirement for the existance of nosource
(and nopatch) files?
