I'm new on building own binary rpm package. I'm studying a book called Maximum RPM but it seems outdated (may be it is for RPM 2.x or 3.x).
It is somewhat outdated, but you may not be studying the most recent copy of the book either. Check the mailing list archives; a URL for the most recent copy was included in an email message within the past few weeks.
There are many new tags and macros I saw in modern rpm pacakges didn't mention in the book e.g. BuilRequires %configure, etc Where can I get these new information ?
There's no one spot, really. Looking at /usr/lib/rpm/macros will help with predefined macros. Looking at Maximum RPM (especially a recent version) will help with most of the tags.
