'Command not found' - what's this?

Hello

I'm trying to compile rpm-4.3.1(the problem is also there on later versions up to 4.4).   I get the following error:

done >> magic
../src/file -C -m ./magic
make[4]: ../src/file: Command not found
make[4]: *** [magic.mgc] Error 127
make[4]: Leaving directory `/usr/src/rpm-4.3.1/file/magic'
make[3]: *** [all-recursive] Error 1
make[3]: Leaving directory `/usr/src/rpm-4.3.1/file'
make[2]: *** [all] Error 2
make[2]: Leaving directory `/usr/src/rpm-4.3.1/file'
make[1]: *** [all-recursive] Error 1
make[1]: Leaving directory `/usr/src/rpm-4.3.1'
make: *** [all] Error 2

These lines at the end of the Makefile under /file/magic is the culprit, 

magic.mgc: magic
	$(top_builddir)/src/file -C -m $(srcdir)/magic

magic.mime.mgc: magic.mime
	$(top_builddir)/src/file -C -m $(srcdir)/magic.mime
# Tell versions [3.59,3.63) of GNU make to not export all variables.
# Otherwise a system limit (for SysV at least) may be exceeded.

Any ideas how to solve this?   I've tried altering the assumed dir. line with no effect.
