I'm talking about "rpmbuild -bs", so building the src.rpm only!
This is not much more than collecting the Source's and Patch'es.

Example: ia64-only package "elilo" needs "gnu-efi" (also ia64-only).
As I prefer to build *all* src.rpm's at a central place, before
"rpmbuild --rebuild"ing them on different architectures, I build
the src.rpm's on my central i386 system (and I will --rebuild this
elilo src.rpm only on ia64, where the requirements are satisfied).
