You could try the OpenPKG project. They use a modified rpm for their packages.

We've used an older version of RPM for years for cross-platform packaging,
and it works very well.  I have been successful in getting some of the 4.x
versions to build on Solaris, though it's been a few versions now since
I've tried it.

If you're going to be doing packaging, you must be comfortable building
software.  I recommend you try building it, and post here if you encounter
problems.  Someone can likely help.
