Stopping libraries getting stripped

using rpm 4.2.1 on fedora core 1

how can I stop rpmbuild from building debug packages and stripping all my
binaries?

changing /usr/lib/rpm/redhat/macros
%_enable_debug_packages 1 

to

%_enable_debug_packages 0

doesn't seem to do the job. Most os the time this isn't a problem but I've got
a couple of packages where I really need to leave the symbols in place.
