Cross-building i386 RPM on an x86_64 box

I'm trying to build an i386-arch RPM on an x86_64 machine running Fedora
Core 1.  Unfortunately, no matter what I do, rpmbuild insists on giving
me .rpm files with x86_64 arches.

I've tried using --define to set _target_cpu.  I've tried
--target=i386.  I've tried my own rpmrc with various incantations.  I've
tried "setarch i386 rpmbuild ...".  I think I've been quite ingenious,
but nothing works.

There seems to be no documentation that suggests what I should do,
either; for example, the CVS head of Maximum RPM describes rpm options
that haven't existed in years.  Neither did searching the mailing list
archives help.

I'm quite at my wit's end.  Can someone help, please?
