They both have their uses.  Sometimes one works, sometimes the other.
It depends entirely on how the package is...well, packaged. :)

Then there are times where neither one works.  This is generally a
result of a developer who chooses not to use available tools like
autoconf/automake and instead grows his/her own solution without
realizing the need for a $(DESTDIR) equivalent.
