Basically, it means that if you need to install a set of rpms that
all have dependencies on one another you can stack them all up on the
same rpm command line, and let rpm sort out the dependencies.  It, also,
can support rollbacks because of this.  This also means that that the sort
of checks like filespace and such can be done for all packages in the 
transaction, before the filesystem or rpmdb is ever touched.
