APT weird unmet dependency

Attempting to install APT, rpm fails, citing unmet dependencies on
/etc/apt/apt.conf and /etc/apt/sources.list, when -- in fact -- those files
already exist (from an APT installation on RH8). Of course, I can, and did,
force the install, but now apt-get will not install anything, because of
those same (supposedly) unmet dependencies.

As I am now grasping at straws, even wild surmises about possible solutions
would be welcome.
