Interim:
/usr/local/bin/scp and /usr/local/bin/scp2 are the same file
(symlink).
Making a symlink from /usr/bin/scp to /usr/bin/scp1 cures the failure.

*man* what possessed people to name both utilities scp?

The 7.3 system can scp to/from the 9 system, but attempting from 
the 9 system fails on the 'scp1 must be in your path' error.

I don't have it.

Does the error occur when going from 7.2->9, or 9->7.2 ?

Have you tried both of those?
