I see that the default kernels all have CONFIG_BLK_DEV_IDEDISK=y, meaning, according to /usr/src/linux-2.4/Documentation/Configure.help, ide-disk is built into the kernel. Did you build your own kernel and leave out CONFIG_BLK_DEV_IDEDISK? If so, you ought to be able to fix the problem by building it again, this time with IDE/ATA-2 DISK support included, at least as a module.
