For each host:

You need to change the line in /etc/pam.d/rsh

from:
auth	required	/lib/security/pam_rhosts_auth.so
to:
auto	sufficient	/lib/security/pam_rhosts_auth.so

Then add rsh to /etc/securetty

I think that should get it to work. But as already stated should use
rsync & ssh
