sendmail broken in upgrade to RH9

I upgraded from RH7.3 to RH9. Berkeley mail (sendmail) used to work with the RH7.3 system (I could use /usr/bin/Mail to send mail) but now it is broken under RH9. Mail -v shows these messages:

I have tried rebuilding the .cf file under /usr/share/sendmail-cf/cf and putting the new sendmail.cf in /etc/mail, then issuing "service sendmail restart" but the "Access denied" message persists. Is this a permission problem? (Non)existence of a file or directory? Something else? Can anyone help? Thanks.
