Why not use scp?

Embedded application, runs as root, no local users,

Information needed: what files & settings therein prevent
root-to-root rcp.

ssh, rlogin, rsh all work, it's just rcp that gets 'permission
denied'.

Needed: rcp application target:/path/application
to run as root.  

Re-engineering the application to run as non-privileged is a future
task.
