Start/stop aRts from command line?

I find that some applications require the aRts sound server to be enabled 
for the audio to be heard, while other apps require the server to be 
disabled to get audio output.

Since it seems there is no way for all audio aplications to be happy with 
one state or another, manual intervention is needed.  To change the state 
of the sound server I have to go into the KDE Control Center, enable or 
disable the sound server, then click the Apply button.

Is there a ways to start/stop the aRts sound server from the command line?
