eeeesh.  I doubt your going to be able to find a decent 'lightweight' windows client these days, other than vnc, that will run on a P166mmx with ease.     why not dual boot, with RH7.3 with a GUI such as xfce, or twm?    RH8.0 + needs more resources than a P166mmx will be able to provide, IMHO.  I'm running a P200 w/32mb ram laptop with RH7.3 and xfce and it works for what I need.

Forgot to add.. lightweight.. Last I heard, cygwin is real big install.. I
