If you're stuck with telnet, you can specify who can/cannot login with /etc/security/access.conf. You will need to add the line:

account    required     /lib/security/pam_access.so

to

/etc/pam.d/login

and a reboot. It's possible a service could be restarted instead of rebooting, but I never tracked that down.
