I could do that, but this is an internal system, there are some users who are allowed to telnet into it, others are only mounted to it via a samba mount point. The way I had configured this was to let the user login, then broadcast this message and log them out.
i was thinking that you would be better served to provide remote login with ssh, since telnet is a security hole.
