I always "/sbin/chkconfig telnet off" which stops all connections to the telnet port. It's a Good Thing(tm).

I suspect your notes refer to /etc/nologin which I always used to do years ago to prevent undesirables from logging into the system while I was doing things with it. I believe -- and I really check I suppose -- that the pam_nologin module handles this.
