versions of kernel

Hi

I don't understand - why is it like that ?:
1) From http://www.kernel.org/ one can download the stable linux kernel in
2.4.23 version, but on Red Hat's web site there is "only" 2.4.20-20.9
version of kernel available - why ?
2) Is this 2.4.23 version of kernel compatible with "Shrike" ? Can I install
it on my Red Hat Linux 9 system ?

Forgive me these - maybe stupid - questions but I am a "greenhorn" as to
kernel matters...
