Mozilla Access to MSIE-Exclusive Government Site?

Is there a way to get Mozilla (1.5 in my case) to spoof MS Explorer so 
that I may access this site (see below), please?

I seem to recall that one of the Linux-friendly browsers will do this.

Yes, I have written the Webmaster to complain.
