Where do I make the change to settings to always turn the NUM LOCK key on?

I have a dual boot with windows and windows always has num lock on. My BIOS
settings also has num lock on as default.

Even when I turn it on, if I change consoles or log out and re-log in, it
resets to off.

Thanks

In KDE you open the control centre and search for keyboard and you will find the settings there.
