change pw remotely

i am having trouble with users not being able to change their intial pw remotely.

i have been setting the new user pw to the null value, expecting that they would be forced to change the pw at the first logon attempt. however, this only seems to work over telnet. neither ssh.exe nor putty will prompt the user to change their password, they are just denied access.

i read through instructions here:

but it wasn't much help. anytime i give the user a generic pw, even if it immediately expire it, they are not prompted to change it at first logon, whether the access is over telnet or not.

can someone tell me how to get this to work? i do not want to be in the business of maintaining the user passwords and/or changing them when required.
