[grub] How to boot to single mode or runlevel 1

Scanning thru the texi documentation of grub I'm not finding hits on
emergence  single  runlevel 1 or the like.
I'm used to lilo where:
  boot> linux 1
is enough to boot up to runlevel 1 (unless system is impaired)

How does one do that with grub?

Or alternatively... I want to umount /var and move it.
Every attemtp to umount gets (Device busy) message.

telinit 1   .. seemed like it should free up /var/ but does not.

I'm sure a boot to runlevel 1 from scratch would not leave /var busy.
But maybe there is some other way to ensure it not being busy?
