There are always the command line tools:

	ldapadd
	ldapmodify
	ldapdelete
	ldapsearch

and LDIF:

	http://www.ietf.org/rfc/rfc2849.txt

I haven't really seen a top-notch GUI, but you could try:

http://freshmeat.net/search/?q=ldap&section=projects&x=0&y=0

which lists a few different GUI LDAP Admin Tools.
