Well, that's all the helper tools do :-) The file you want it is /usr/share/zoneinfo. For example,


cp /usr/share/zoneinfo/Europe/London /etc/localtime

will set the machine's timezone to something suitable for the UK. You'll also want to edit /etc/sysconfg/clock to set the zone name ... mine says "ZONE=Europe/London".
