I have a linux programming question about tail.

Based on the doc linux/Documentation/dnotify.txt I thought it would be 
nice to have a tail program which woke up asyncrously instead of polling 
every second (like tail currently does). Does anyone know if such a beast 
has already been written? If not I might just write it and see if I can 
get it incorporated into the GNU tail program.
