This is going to be a stupid answer but....

Vmware -> Install Windows... and use it to view it!

BTW, if you're migrating to Linux, why do you need Windows chm? (ebook
maybe??)

Try the example converter that comes with chmlib (=> freshmeat.net).
But you may need to build the package from source code which might
be a problem for a newbie.
