This was my thought, but I believe another thread just determined that
that isn't necessarily true.  A package may include proprietary work
that restricts its flow.  Red Hat is saying that I am not allowed to
give away or sell my CDs with Red Hat 9 on them.  (I just gave my old
8.0s away to a friend).

someone a copy then that person is free to give it to whoever.
