I changed the line:

"password    required      /lib/security/$ISA/pam_cracklib.so retry=3 type="

to:

"password    required      /lib/security/$ISA/pam_cracklib.so retry=5 type="

but I am still restricted to three logins.  We have pam modules that we're migrating from an older distribution of RH which allowed 5 failed logins.  Hence why we need to change this number on our new RH 9 boxes.  Any other ideas?

/etc/pam.d/system-auth, as i recall.
