Problems With Settings

I've been using RedHat on and off since 6.2, mostly on from 7.2.

I'm currently using RH 9.0 in a server/workstation (minor hosting 
(logins via SSH, file transfers via sFTP, Apache 2.0.40 webserver and 
MySQLd (all sitting behind a firewall and router)) role and I'm having 
a bunch of problems with settings and such.

I'm currently having problems with Mozilla forgetting it's still open (I 
can close all instances of the browser (although I run one window with 
multiple tabs 99% of the time) and there will still be two pid's 
present when I do 'ps -ef | grep mozilla' (not including the pid for 
that command) that I have to 'kill <current-pid>' and restart mozilla 
before I can do anything).

I'm also having problems with artsd. This problem is an 
on-again-off-again problem. Some users, on random occassion, will be 
denied access to /dev/dsp (root excluded) and therefore denied sound. 
Sometimes it clears up by itself, most of the time though I have to 
reboot the entire machine! I've tried forcing it by issuing 'artsd &', 
but that fails within seconds, I've even issued 'artswrapper options > 
/dev/null 2>&1 &' (with the proper options given after readin 'artsd 
- --help') with no luck, it too fails after several seconds. I've tried 
chowning, chmoding, nothing works on a permanent basis. Help!
