A good place where to put NOZEROCONF=yes is /etc/sysconfig/network

Remove any GATEWAY= definitions from that file, too.

Try small steps. Delete everything. What do you get? Add a single
interface without default gateway. What do you get? And so on. You
don't get a default route without configuring it somewhere.
