Via redhat-config-network you can set a flag to allow users to bring the interface up or down. You still need root access to start redhat-config-network though.

Also, is there a command line way to dialup ISDN interfaces defined in
redhat-config-network ? I can use ifconfig & ifup & ifdown for all the
standard ethernet network devices, but I have not been able to do this
for the ISDN interface.


Try /sbin/ifup ippp0 for the first ISDN interface or ppp0 if you're using a serial ISDN modem.
