Two ways:

  1. Run redhat-config-xfree86.  Choose the resolution from the
     drop-down list.   If 1600x1200 isn't there, make sure your monitor
     is OK -- you might need to choose "generic laptop display panel
     1600x1200".    It's vaguely possible that you may need to reduce
     the colour depth to thousands instead of millions.
  2. Possibly the easiest way.   Edit /etc/X11/XF86Config.   In
     'Section "Screen"' add 1600x1200 to the front of the lists of
     Modes that you find there (be sure to put it in quotes).

You'll need to restart the X server for this to take effect. Logging out is usually enough, crtl-alt-backspace is definitely enough. Personally, I'd be inclined to log in to a virtual terminal and run "init 5" to drop out of graphics modes and then run "X" (just that, that's the name of the command) and make sure I get a nice black screen with a cursor and then crtl-alt-backspace and make sure there are no nasti error messages.

I believe it's possible to force a 60Hz refresh rate by using the mode "1600x1200@xx" although I've never tried it.
