xinetd udp connection?

Why does xinetd use a udp port? The port number is not always the same if
service xinetd restart is done. I can find nowhwere that this is configured. I
assume the xinetd process starts out of /etc/rc.d/init.d? But why does it set
up the udp connection?

[root@xxx root]# netstat -natpu | grep xinetd
tcp        0      0 0.0.0.0:110             0.0.0.0:*               LISTEN   
  20512/xinetd
tcp        0      0 0.0.0.0:119             0.0.0.0:*               LISTEN   
  20512/xinetd
udp        0      0 0.0.0.0:760             0.0.0.0:*                        
  20512/xinetd

[root@xxx root]# ps aux | grep xinetd
root     20512  0.0  0.2  2068  920 ?        S    09:50   0:00 xinetd
-stayalive -pidfile /var/run/xinetd.pid
