PostgreSQL does not (BSD style, more free than GPL).
MySQL does (non-commercial only, less free than GPL).

In the future, please distinguish between databases explicitly. PostgreSQL and 
MySQL, while both are databases, are not at all similar. It's like trying to 
compare Konqueror and Galeon -- they just aren't the same thing.
