That is my take on the matter as well -
even glibc changes don't require a reboot, but at present a reboot is the only way to load a new kernel. There are indeed some scenarios where it might be quicker to do a system restart rather than doing 5 minutes of work to fix the problem without booting, but I try to avoid that - it's a macho thing.
