make/proper proceedure

I have noticed that on many linux systems when you
try to invoke make after decompressing the item you
wish to install, you get "no target to make rule".
You then usually get an error message saying that
/usr/src/linux doesn't exist. 
     My question would be what to do to get make to 
work. I have tried a sym-link to /usr/src/"whatever
kernel" I've tried putting kernel-source in
/usr/src/linux. I've run into this on Debian and
Mandrake also. I recently loaded kernel-source in
RH 9(the most recent kernel)but haven't had occaision
to try make yet. Could somebody tell me the proper
way to solve this problem? TIA,
