is up2date this busy, or is it now only for subscribed members?

For the past four days and nights this pops whenever up2date is run:

Error Message:
Demo service for server 1002721987 limited due to high load
Error Class Code: 51
Error Class Info:
Demo service currently disabled due to high load. If you would like
to see Red Hat's policies on Demo service, or find out how you can
purchase a subscription service and receive priority download access,
     please go to http://rhn.redhat.com/preview/index.pxt

I realise, and agree, agree that subscribed members have, and *should*
have priority access, but one would think that the updates of such
systems have been already done? ... since the available packages
are already about a week old?
