Following up on my own post... As Tony suggested, I downloaded

initscripts-7.24-2
mkinitrd-3.5.3-2
modutils-2.4.25-5
modutils-devel-2.4.25-5

from Rawhide. After installing these updates, 'make rpm' still fails at
the same place:
