Configure KDE to support á, é, ñ etc

Hi, I am trying to configure my RH Laptop to support
characters such as á, é etc.

I went to the control center and changed the Country
to Brazil and added tthe Brazilan Portuguese to
language (Country/Region & Language)

The keyboard layout is Generic 104-key pc and pirmary
layout us english with dead keys.

Everything seems fine except fro the konsole where I
can not get the " to work.  If I press " another
symbol very similar appears but I know it is not
correct.

Any ideas ?
