Unfortunately, that doesn't work.  :(

On a tty, running "setterm -blength 0 -store" will mute the PC
speaker.  (The "-store" option doesn't persist across reboots,
though.)  Under GNOME, if I go into Preferences:Keyboard and turn the
bell off, that will mute it for most things.

Doing those two things will shut the PC speaker up in most situations,
but not all.

The most glaring example is that I can't find any way to prevent the
system from beeping when inserting or removing PCMCIA cards.  :(

I just got off the phone with Dell.  There's currently no way to
disable/mute the PC speaker in the BIOS.  I requested that such an
option be added in a future BIOS revision, so hopefully this will be
addressed sooner or later, but in the meantime, I know of no good
solution for obtaining a completely silent Latitude D600 laptop.

Alas...
