It's a bug. Or lack of foresight. Or simply an incomplete
Red Hat Package Tool (redhat-config-packages).

Install additional software with "up2date". Read through the manual
or "up2date --help" and point up2date to a local directory where you
keep any downloaded packages or all the packages from your CDs.
