You are probably trying to install apt compiled for RedHat 8.0. You should
download the rpm for redhat 9 from either freshrpms.net or www.fedora.us.

You should be root to be able to install packages.  Use su command to become
root. Also jre version 1.3.1 probably will not work with shrike (see
RELEASE-NOTES). You should download version 1.4.1_02 or 1.4.2 beta - both
work fine.
