Initscripts contains some documentation:
$ rpm -qd initscripts

The file you are looking for is 
/usr/share/doc/initscripts-7.14/sysvinitfiles

$ grep -A 2 condrestart /usr/share/doc/initscripts-7.14/sysvinitfiles

    condrestart)
        <Restarts the servce if it is already running. For example:>
        [ -f /var/lock/subsys/<service> ] && restart || :
