rpm -q package-name (example, rpm -q httpd)

You don't need to update as you won't have 46 anyway if your using Red
Hat supplied packages, as they haven't released that version (unless the
exploit mentioned was backported to their .45 version)

You would either use up2date (up2date httpd) or download the rpm
manually and upgrade it, via rpm -Fvh (or Uvh) httpd-2.x.x-i386.rpm.

Using up2date, that would solve your dependencies for you.  Otherwise,
you would have to download the packages manually depending on what rpm
tells you as you try to upgrade.
