A good book that covers modern C++ with all the
new headers, namespaces, etc., etc. is
C++ Primer Third Edition , Stanley B Lippman
and Josee Lajoie. Addison-Wesley, 1998.
I don't know if it is still in print.

Note that C++ on a Windows platform using
Visual C++ (say) requires a lot of additional
knowledge that relates to the Windows commands.
I would learn the basics on Linux first and then
extend my knowledge to Windows.
