I'd like to add that this applies only when a file is created and
not when the "chmod" command is used. Running "chmod" overrides the
file permissions and the "umask" value. 

You can examine the effects of above formula with the "touch",
"umask" and "stat" commands, preferably on a non-FAT filesystem.
