Well, then you need to give a step-by-step description. 

One of the first things that up2date does is downloading package and
dependency lists from RHN into /var/spool/up2date. The only "It has been
tampered with or corrupted" error I know with regard to the Red Hat
Update Agent is due to RPM package signature checks that fail due to
download errors.
